Source 13 : Message from MOWCAP acting SG to the nominator of #02

Dear President of KSI,

We wish to bring to your attention the following request from MOWCAP RSC regarding certain words in Naebang-gasa, No. 148 that may be considered to violate MOWCAP Register Process guidelines, Section K. FORMALITIES FOR SUBMITTING NOMINATIONS "11. Objectivity. Every nomination stands on its own merits. Nominations should be based on fact, and written in impartial and objective language. The use of grandiose or unprovable claims, or derogatory, propagandistic or polemical language, is counter-productive and makes assessment more difficult. Any nomination form that uses inappropriate language, denigrating or insulting individuals, groups or nations will be returned to the nominator/s by the MOWCAP Secretary-General on the advice of the RSC for amendment. Nominators should be careful to word their nominations in a neutral and objective manner."

In order to avoid a contestation to your nomination, and to maximise the possibility of a favourable vote at the GM on the RSC's recommendation to inscribe Naebang-gasa on the Regional Register, MOWCAP RSC suggests that you. as the nominators of Naebang-gasa, provide a written assurance that you would redact any and all such words from the full text image of gasa No. 148 when it would be made publicly available following inscription on the MOWCAP Regional Register. This written assurance would be presented to the MOWCAP General Meeting together with the RSC's recommendation regarding inscription in Session 6 of the Agenda, "Presentation of the RSC report". It would also be helpful if the nominators present  to the meeting  how this redaction will be done in the form of a printed or projected copy of the entire text of gasa No. 148 as it will be displayed in digital form. Furthermore, in the interest of the comprehension of the context by the non-Korean delegates at the General Meeting, it is considered that it would be extremely helpful if you could provide an English translation of the whole gasa No. 148, showing the concerning words redacted.

It is our earnest hope that all parties will respond favourably to this solution as a satisfactory way to address the concerns that have been raised about some language, while respecting the integity of the documentary heritage collection being nominated, and we would appreciate hearing from you regarding your response to our suggestions.

We sincerely hope that the 9th MOWCAP General Meeting of Andong can be positively viewed as a successful model of how the UNESCO spirit of cooperation and dialogue was achieved, through mutual efforts and understanding between parties with the support of MOWCAP.
